DP1: Providing a supply of housing
The Council’s commitments for mixed and balanced communities
- Development proposals for new housing must:
- be well designed, appropriate for the area, high quality, sustainable and take account of the impacts of cumulative development, including on the health and wellbeing of the borough’s residents;
- make the most effective and efficient use of land, seeking to achieve higher densities in the most accessible locations;
- achieve relevant London Plan space, accessibility, environmental, and housing amenity standards, having regard to published guidance; and d. encourage mixed communities through ‘tenure blind’ architecture.
- Development proposals, as a starting point, should seek to deliver a mix of dwelling sizes, including family housing, in line with Table 3, in order to meet overall need across the borough over the plan period
Affordable housing from qualifying developments
- For residential development proposals with a capacity of 10 or more (gross) dwellings, the Council will follow a threshold approach to affordable housing in line with London plan policies H4 and H5.
- Development proposals that do not meet the affordable housing threshold will be refused unless justified by a full, normally unredacted viability assessment that is submitted at the same time that a planning application is submitted.
Self-build and custom housebuilding
- Developers are encouraged to provide plots within residential schemes for individuals or groups to build their own homes.
