DP27: Minerals and aggregates
- Land designated as Aggregates Sites and Facilities on the Policies Map will be safeguarded for its existing use for transportation, distribution, processing and/or production of aggregates and minerals, unless it can be demonstrated the use is no longer required or economically viable.
- All development proposals should consider how the re-use and recycling of construction, demolition and excavation waste materials can be maximised on-site or, if this is not possible, within London.
- All minerals exploration and extraction proposals will be expected to demonstrate that:
- there will not be an unacceptable adverse impact on the natural, built and historic environment, on public health and safety, and the amenity and quality of life of nearby communities and suitable measures and controls will be put in place to mitigate any adverse impacts; and
- there are satisfactory proposals for the restoration and aftercare of the site in order to ensure an appropriate and beneficial re-use; including recreational, leisure and other related uses that have a wider public benefit.
- Restoration proposals should improve the environment, with particular regard to the quality of soil, water, biodiversity and geodiversity, as well as flood risk, land stability and landscape character.
Non-minerals development
- Planning permission will not be granted for non-mineral development that would lead to the unnecessary sterilisation of mineral resources within a Minerals Safeguarding Area, as defined on the Policies Map, unless:
- The applicant can demonstrate to the satisfaction of the MPA that the mineral concerned is not of economic value; or
- The mineral can be extracted to the satisfaction of the MPA without unacceptable community and environmental impacts prior to the development taking place; or
- The development is exempt because it consists of:
- alteration/extensions to existing buildings;
- householder applications;
- change of use;
- prior notifications; or
- advertisements
