LP 25: Transport Principles.
Development must prevent, minimise and mitigate negative impacts on the transport network and road safety. Development proposals will be permitted where they:
- provide sustainable modes of transport including the provision of infrastructure and measures that improve travel choice, particularly for pedestrians, cyclists and public transport;
- provide accessibility and connectivity both within and beyond the Borough boundaries;
- provide transport solutions which reduce flood risk, greenhouse gas emissions and emissions to air as a result of the development;
- provide an appropriate level of parking;
- support an accessible public transport network including bus services and associated infrastructure;
- maintain and where required, improve the capacity and the safe and efficient operation of the public highway network;
- improve or do not cause unacceptable impact on highway safety;
- safeguard routes and/or land which is necessary to provide infrastructure to increase highway capacity or widen transport choice; and,
- provide effective, convenient and safe delivery, collection, servicing, refuse and recycling collection, and emergency access arrangements.
