LP 41: Gypsies, Travellers, and Showpeople.

1. Development proposals for new gypsy and traveller pitches and travelling showpeople plots will be supported where:

  • The provision is for occupants recognised as gypsies, travellers or travelling showpeople;
  • It is located and designed so that any adverse impacts upon local amenity and the natural environment are avoided, or where this is not possible, can be mitigated and improvement sought;
  • There is good access to local services, including education, health and welfare services, and shops;
  • There is safe access to the highway, public transport services and other sustainable transport options;
  • Adequate on-site facilities are provided for parking, storage and waste collection;
  • It results in good quality living conditions for those living on the site; and
  • It is not within the Green Belt except in very special circumstances.

2. To ensure the needs of the gypsy, traveller and travelling showpeople communities are met, an acceptable proposal will be subject to a condition or legal agreement limiting use and occupancy to gypsies, travellers or travelling showpeople.

3. Existing authorised sites for gypsies, travellers and travelling showpeople will be safeguarded from development which would result in the loss of pitches or plots and which would preclude their continued occupation by these groups, unless acceptable replacement accommodation can be provided that meets the criteria above, or the site is no longer required to meet an identified need.

4. The Council will also support proposals for the provision of pitches specifically to accommodate transit movements, subject to criteria 1, 2 and 3 of this policy being met.
