HP02: Protecting the Existing Housing Stock
To ensure that housing supply is protected, the net loss of existing dwellings will be resisted. The Council will only support development proposals that would result in the net loss in the number of dwellings where one or more of the following criteria are met:
- the continued use of the building as a dwelling is undesirable due to proven environmental constraints; and
- the loss of the dwellings would be outweighed by the provision of an essential community service or another form of residential accommodation.
In justifying any change of use between residential use classes, proposals must demonstrate how they are responding to established housing need as demonstrated in the Council’s most up-to-date housing need evidence.
