PC11: Education Facilities

The change of use or re-development of existing or proposed educational establishments and/or their grounds for alternative purposes will not be permitted unless:

  • it can be clearly demonstrated that the use of the site is genuinely redundant for educational purposes and no other alternative educational or community use can be found for the site in question; or
  • satisfactory alternative and improved facilities will be provided; or
  • in the case of playing fields or open space associated with educational establishments, any proposals that involve their loss or change in use will be subject to Policy NE05.

Where there is a demonstrable need for new educational facilities, planning permission will be granted for appropriate and well-designed proposals which broadly meet the criteria for new education facilities set out in the ECC’s Developers’ Guide to Infrastructure Contributions.

Developments that generate a need for additional education facilities should make appropriate provision for their timely delivery as part of the development or through financial contributions if appropriate and in accordance with ECC’s Developers’ Guide to Infrastructure Contributions.

New educational establishments should plan and design their playing fields and sports facilities to be used for community use when not required for their own use, provided always that any such use must not detract from the safety of pupils or their learning environment.
