Policy 99 Residential Accommodation
The Council will permit the change of use of ground floor premises in shopping areas to residential uses where all of the following criteria are met:
- the proposed use would not undermine the retail vitality and viability of the centre,
- the proposal would not be within the primary or secondary shopping frontage of a Metropolitan, Major or District Centre,
- vacancy of the unit can be demonstrated and that no other commercial or community use is interested in occupying the unit, and
- the design is in keeping with the character of the centre.
