H1: Making Effective Use of Urban Land
The Council will optimise the potential for housing delivery on all suitable and available brownfield sites, especially:
- Redevelopment/conversion and re-use of vacant or redundant sites;
- Estate renewal and regeneration opportunities;
- Suitable opportunities within defined town centre boundaries as shown on the Policies map that are in accordance with policy RTC2; and
- Sites within the broad area of the Waltham Cross Area Action Plan (Policy WC4), provided that these will not impede the delivery of a strategic approach to development, in particular around transport hubs.
The Council will proactively use its brownfield register to identify appropriate sites for residential development and increase planning certainty for those wishing to build new homes.
Any proposals for development that include the provision of housing in designated Employment Areas, or on the site of an existing employment use elsewhere, must satisfy the requirements of polices ED2 and ED3 respectively.
