RTC2: Development Within Town, District, and Local Centres, Neighbourhood Centres and Shopping Parades
The following criteria will be used to consider the acceptability of new development proposals, including extensions, alterations, and changes of use within the Borough’s town, district, and local centres, neighbourhood centres and shopping parades:
- whether the development enhances the historic character of the centre (where relevant) and the public realm;
- the role of the centre and services it provides;
- the vitality and viability of the centre;
- the provision of safe access, full and complete servicing arrangements, and parking;
- any adverse impacts upon the centre or residents in terms of noise, fumes, smells, litter and general disturbance.
Planning applications for new development, including changes of use, within the above centres should have regard to the relevant Council strategy, including the town centre strategies for Hoddesdon or Waltham Cross, or the district centre strategy for Cheshunt Old Pond.
Street cafés and external seating, will be permitted provided that there is:
- no harm to the free flow of pedestrian and vehicular users of the highway,
- no adverse impact to neighbouring residents by reason of noise.
The Council may impose shorter hours of operation than the parent premises to which the café relates.
