RTC3: Evening Economy

New leisure and similar service uses, including evening and night-time uses, will be considered positively if they are located within the Borough’s centres identified on the Policies Map.

Proposals will be assessed against the following criteria:

  • Likely impact, including their cumulative impact, on the character of the centre/frontage; and
  • Impact on the amenity of neighbouring residents; and
  • Potential for crime/anti-social behaviour and/or extra litter or other nuisance, including security issues raised by crowded places; issues associated with the misuse of drugs/alcohol and the adequacy of the mitigation measures proposed to manage these; and
  • Whether the centre can accommodate comings and goings associated with late night visitors including the provision of public transport, the location of safe taxi/ private car pick up and drop off
  • Impact on the vitality and viability of existing centres.

In considering any proposal, the Council will consider the mix of uses within the centre or frontage and the effect of the proposal on the daytime retail offer.
