TT3: Public Transport
Due to the traffic congestion and air quality issues in the Plan Area there is disproportionate harm which small localised peaks in demand for travel can cause:
- The following types of development will be supported where they are located on sites with a Transport for London PTAL score of 4 or over, up to 2030, and a score of 5 or over thereafter:
- sites used predominantly for medical, care or educational purposes;
- applications which can reasonably be expected to result in an average of 100 or more additional person-trips per day (including servicing) post completion.
- In circumstances where a site’s PTAL score is less than 4 or 5, paragraph 1 of this policy may be waived provided that public transport improvements necessary to elevate the site’s PTAL score to 5 or over from completion are secured, or a Travel Plan produced which would provide good accessibility to the new development with measures to mitigate harm from congestion and air pollution. Planning obligations should be used to secure these results.
