BEM2: Community Facilities

  1. New community facilities will be supported, subject to there being no significant adverse impact on the amenities of any nearby residential properties, including impacts from noise, disturbance, vibration and other impacts.
  2. The impact of new-build residential development on the capacity of local community facilities should be considered and new or expanded facilities should be provided to support additional population.
  3. The loss of existing community facilities will be supported only if:
    • A similar or better facility is provided in close proximity; or
    • It can be demonstrated that the facility is no longer viable, including by placing it on the open market at market value for a period of at least 12 months.
    • it can be demonstrated that the loss or change of use is part of a wider publicservice transformation plan that requires investment in modern, fit-forpurpose infrastructure and facilities to meet future population needs or to sustain and improve services.
