TT2: Provision for Pedestrians, Cyclists and Horse Riders
New development, including housing sites, which result in an increase in traffic must make provision (through Legal Agreements and planning conditions) to focus on the highways most affected as a result of those developments. Such provision should be used to help fund schemes that reduce traffic speeds and volumes and improve the provision of pavements and access for pedestrians and cyclists.
Development will protect, enhance and promote the rights of way with Improvements sought to create better networks both for recreational and utilitarian use. Provision for secure cycle parking and the provision of seating for pedestrians will be supported, in order to encourage cycling and walking within the Plan area.
