TC1: Town Centre
Proposals for the development of new town centre uses will be encouraged within Houghton Regis town centre provided that the scale of such proposals is appropriate and that the proposed use would positively support the vitality of the town centre by enhancing the range of facilities offered and/or stimulating activity outside normal shopping hours.
Within the Town Centre area as defined on Map 2 the loss of town centre related uses will be resisted unless the proposed replacement use would positively support the vitality of the town centre by enhancing the range of facilities on offer.
Proposals for new development or changes of use within the defined Town Centre boundary will be supported where they will contribute to the overall vitality of the Town Centre, particularly in respect of providing new retail outlets, employment opportunities and uses that support the evening economy. Residential use will be supported at the upper storeys of premises, subject to no adverse impacts upon residential amenities arising from nearby uses.
Proposals for new and improved pedestrian and cycle links to the Town Centre from surrounding areas will be encouraged and supported in order to promote active travel choices for people visiting the Town Centre.
