PD4: Development Scope and Housing Density
Development Scope
1. Development should only take place within the settlement envelope unless a scheme shows appropriate and direct community benefit. The benefit would for example, embrace the inclusion of shops, community hubs and leisure facilities within a scheme.
2. Applications for small developments (up to 10 dwellings) that define a complementary housing mix as reflected in the Housing Needs Survey will be supported within this context.
3. New residential development will be supported in this respect, on sites that meet at least one of the following criteria: a. The site is inset from greenfield land; or
b. Development of the site would constitute limited infilling within the village as it appears as a maƩer of fact on the ground; or
c. The site has been previously developed (brownfield) land.
4. Proposals that do not lead to a loss of a viable business use, loss of community facilities, loss of areas of Local Green Space, net loss of biodiversity, or impact on the lower catchment area from surface water, will be supported in this context.
5. Development should be supported in this context where roads and road junctions leading to sites are not too narrow (or convoluted), do not cause concern for public safety, or result in a loss of amenity.
Housing density
6. In order to fulfil the requirements of Policy PD3, housing density should be no more than 30 dwellings per hectare. This will enable new homes to have garden space along with sufficient off-road carparking and storage areas, this accompanied by adequate service roads
