T12: Rural enterprise and use of agricultural buildings for business

The change of use of an agricultural building to an employment-generating activity will be supported, providing it addresses the following criteria:

a. The proposal is either considered appropriate within the Green Belt, as set out in paragraphs 145 and 146 of the National Planning Policy Framework, or the proposal demonstrates the existence of very special circumstances, as set out in paragraph 147 of the National Planning Policy Framework.

b. It is intended for use by a business which is appropriate in a rural location, relates well to the location and does not adversely affect the amenity of residents and other countryside users.

c. Any amendments to the building do not materially increase the visual impact of the building on the landscape.

d. The proposed reuse would not cause harmful and/or negative impact with surrounding agriculture or other land-based activities.

e. The proposal seeks to protect existing and natural land drainage, meeting the criteria set out in Policy T6 (Minimising the risk of flooding).

f. The proposal is sympathetic to the rural context and setting in terms of design and operational activities, in accordance with the other policies in the neighbourhood plan.

g. Adequate off-street car parking is provided within the existing footprint of the site.
