CS 16: Transport Investment

In order to enable the transport network to respond to the pressures of new development, the Council will:

  • Work with its partners to deliver a Strategic Transport Infrastructure Programme to ensure that the transport network operates at acceptable levels and that the transport infrastructure is in place to support new development. The Programme will be kept under review to ensure it meets these objectives.
  • Work with its partners to progress design of the schemes and identify any land requirements. Any requirement for the safeguarding of land and/or Compulsory Purchase Orders will be set out in a future DPD.
  • Seek an appropriate level of contributions from development, either financially or in kind, to fund the infrastructure required. This will initially be sought as pooled contributions through Section 106 Agreements. The Council will, at the earliest opportunity, introduce a Community Infrastructure Levy as a longer term funding mechanism.
  • Work in partnership to achieve funding for any identified shortfall towards the Strategic Transport Infrastructure Programme.
  • Off-site transport improvements relating directly to an individual development, including site access and local junction and road improvements will be required through S106 and S278 agreements in addition to any pooled payments towards the Strategic Transport Infrastructure programme.
  • Work with Kent County Council to address local road improvements, public transport, walking and cycling initiatives through Local Transport Plan funding
