DP18: Neighbourhood Centres
In order to achieve objectives, including maintaining shops and essential services for local residents, ground floor changes of use in Neighbourhood Centres will be permitted where two or more Class A1/A2 unit(s) are to be retained within the Centre, proposals satisfy DP19, and:
- The prospective use is non-residential and not already provided within the centre, and satisfies DP14:5; or
- The unit is vacant and has been demonstrated to be not viable for retail uses through sufficient effective marketing.
