Planning applications for development which strengthens Horns Cross neighbourhood centre will be supported where they support the vitality and viability of the existing centre and are well related to it in size, function and layout; and where commercial provision does not create a destination dependent on private vehicle access.

Proposals for a new health centre in this location will also be supported.
