Policy D5: East of Lowfield Street Allocation
Development at Lowfeld Street has commenced but should continue and be completed and occupied as planned, to create vibrancy and an attractive environment in the south of Dartford Town Centre, and provide a clear, modern and appealing sense of entry to the Town Centre.
Proposals should demonstrate through integrated masterplanning, appropriate layout, form, design, massing and use that it:
- achieves the co-ordinated and comprehensive physical regeneration of the East of Lowfeld Street, and permeability through to Central Park;
- delivers signifcant good quality residential development;
- provides active ground foor uses, with modern retail/ leisure units delivered at the north of the site, and future new community use premises at the southern end;
- enhances routes for pedestrians and cyclists, and improves the existing pedestrian environment along Lowfeld Street;
- avoids trafc needing to travel through Market Street to access the site;
- provides a good quality multi-functional public realm which links to Central Park, with an appropriate boundary to the park where appropriate; and
- respects the adjacent Listed Buildings and Conservation Area.
Development is expected to deliver:
- 700 dwellings (or more);
- 1,500sqm or more of retail/ leisure foorspace (Use Class E); and
- new community premises at the southern end (Use Class F)
