ST2 Accessibility of development
New development must be designed to provide safe, pleasant and convenient access for pedestrians and cyclists, including where appropriate, integrated transport choices and practical links with adjoining public rights of way and cycleway networks. Major developments must be well served by public transport and, if necessary, make provision for enhanced services and infrastructure. Proposals should therefore incorporate the following measures, where relevant:
- traffic management to improve safety, give priority to pedestrians, cyclists and public transport over ease of car movements, enable environmental improvements (e.g. town centre enhancement schemes) and to direct heavy goods vehicles onto suitable roads;
- secure, convenient and sheltered facilities for cycle and powered two wheeler storage and parking;
- more road space and internal networks for sustainable modes of transport;
- vehicle parking standards that reflect location in relation to public transport, employment opportunities and town centres and are in accordance with the standards required by policy ST6;
- design and layout which will reduce the potential for crime and fear of crime;
- the provision of suitable and adequate facilities for mobility impaired people entering, exiting and within the site, including appropriately located parking facilities.
The Council may use legal agreements to achieve some of these measures, especially if they involve operations outside the application site.
