T2 Safeguarding of Routes and Facilities

Land will be safeguarded for the delivery of the Sustainable Transport Corridors as part of the development of the Harlow and Gilston Garden Town as identified indicatively on the Policies Map. Development proposals and Strategic Masterplans will be required to safeguard land accordingly.
Land required for proposed transport schemes or accessibility improvements as identified in the Local Plan, or in Plans and Programmes including Essex County Council’s Highways and Transport Investment Programmes, the National Highways Route Investment Strategies, Network Rail Investment Strategies and Transport for London Investment Strategies will be protected from other developments which would prevent their proper implementation.
Local filling stations and vehicle repair facilities will be protected from redevelopment for alternative uses unless it can be demonstrated through evidence, that the authorised use on site is no longer viable and that the site has been effectively marketed at a value which is comparable to the local market for its authorised use(s).
