DM26 Equestrian-Related Development in the Green Belt

Where equestrian-related development constitutes inappropriate development in the Green Belt, applicants will be expected to justify any proposal with reference to very special circumstances which clearly outweigh harm to the Green Belt. Very special circumstances will not exist unless the potential harm to the Green Belt by reason of inappropriateness, and any other harm, is clearly outweighed by other considerations.

Where proposals do not constitute inappropriate development in the Green Belt, applicants will be expected to demonstrate that:

  1. the development is requisite to the maintenance of a successful race-horse industry in the Borough; and
  2. in the first instance priority is given to the re-use of existing buildings for stabling, tack rooms, feed stores or any other ancillary use which requires a non-residential building; and
  3. where replacement buildings are justified, the replacement(s) are well related to existing buildings and are not materially larger that the building(s) to be replaced; and
  4. where new buildings or ancillary development are justified these are well related to existing buildings and are small in scale.
