13 - Landraising

Proposals for landraising with waste will only be permitted where it is demonstrated that there are no feasible or practicable alternative means to achieve the proposed development. Proposals will also demonstrate that:

  • there is a proven significant benefit that outweighs any harm caused by the proposal;
  • the amount of waste materials used to raise the level of the land is the minimum amount of material necessary and is essential for the restoration of the site; and
  • in the case of land remediation and other projects, will provide a significant improvement to damaged or degraded land and/or provide a greater environmental or agricultural value than the previous land use.

Proposals for landraising that are considered to constitute a waste disposal activity, for its own sake, will not be permitted.
