D15: Climate Change Adaptation

Development proposals are required to demonstrate how new buildings will:

  • be designed and constructed to provide for the comfort, health, and wellbeing of current and future occupiers over the lifetime of the development, covering the full range of expected climate impacts and with particular regard to overheating; and
  • incorporate passive heat control measures, and the exclusion of conventional air conditioning, in line with the cooling hierarchy.

New buildings likely to accommodate vulnerable people should demonstrate that their specific vulnerabilities have been taken into account with a focus on overheating.

Major development proposals within the urban areas shown on the Policies Map are required to demonstrate how the urban heat island effect will be addressed through:

  • choice of materials;
  • layout, landform, massing, orientation and landscaping; and
  • retention and incorporation of green and blue infrastructure as far as possible.

Development proposals are required to demonstrate adaptation for more frequent and severe rainfall events through measures including:

  • retaining existing and incorporating new water bodies;
  • designing planting and landscaping schemes to absorb and slow down surface water; and
  • the use of permeable ground surfaces wherever possible.

Development proposals in and around areas of high risk of wildfire are required to be designed and managed to prevent the ignition and spread of fire, taking into account the risk to health and potential damage to significant habitats.
