LP20 Student Housing

Proposals for new student accommodation will be permitted if all of the following criteria are met:

  1. The site is not suitable for development for conventional self contained units; and
  2. The accommodation is needed and secured for students from one or more academic institutions based in Hackney, or within London; and
  3. The proposal does not result in the loss of conventional housing; and
  4. The site is highly accessible by public transport and provides good access to local shops, services and facilities; and
  5. The development does not lead to an over-concentration of such uses which may be detrimental to local amenity, or the balance of uses within the area affecting the character and function of an area;and
  6. 10% of rooms provided are wheelchair accessible or easily adaptable for occupation by wheelchair users; and
  7. A minimum of 50% of student rooms will be required to be affordable for students, subject to viability, in the context of student maintenance loans and rents; and
  8. The rent for affordable student rooms should be set at a maximum of 55% of the maximum income that a new full-time student studying in London and living away from home could receive from the Government’s maintenance loan for living costs for that academic year.

Details of the management of such developments must be submitted with an application, setting out how the impact of development on local amenity will be minimised.
