LP52 Water Spaces, Canals and Residential Moorings

New development adjacent to water spaces and riparian areas must protect and where appropriate enhance the natural habitats and the setting of the water space.

Development Alongside Water spaces and Canals

Development alongside water spaces and riparian areas will be permitted where all of the following criteria are met:

  1. Public access in the form of a continuous green chain along the waterfront or towpath is maintained, created or enhanced. This should include, where appropriate, the incorporation of an undeveloped buffer strip alongside the watercourse; and
  2. There is no conflict with nature conservation, biodiversity interest, heritage value or flood risk management. Mitigation or compensatory measures may be necessary; and
  3. The development enhances the leisure, recreation or educational value of the water space; and
  4. The development does not have an adverse impact on the structural integrity of the waterspace ; and
  5. The development does not cause additional overshadowing of a canal. A daylight and sunlight assessment must be submitted with all applications and mitigation or compensatory measures may be necessary; and
  6. The design makes a positive contribution to the character and appearance of the waterfront area and setting.

Residential Moorings

Proposals for residential moorings will be supported, provided supporting uses and facilities are or will be in place, and, where appropriate they have regard to the Park Plan and Area Proposals of the Lee Valley Park Authority.

Proposals for residential moorings and associated facilities must not:

  1. Hinder navigation along the waterway; or
  2. Have a detrimental impact on nature conservation and biodiversity; or
  3. Impede public access; or
  4. Detrimentally affect leisure provision, amenity and the character andappearance of the waterway and surrounding area.
