LP8 Social and Community Infrastructure
- The Council, in partnership with service providers, will plan for the following infrastructure up to 2033:
- Education
- Health and Social Care Facilities
- Sport and Leisure Facilities
- Libraries, Museums and Archives
- Youth Facilities
- Community Facilities
- Cultural Facilities
- Proposals for social and community infrastructure will be permitted where they meet all of the following criteria:
- meet the current or future identified need; and
- are of a high quality and inclusive design providing access for all; and
- provide flexible, affordable and adaptable buildings and, where possible, provide mixed used development, co-located with other social infrastructure uses and maximise use of buildings in evenings and at weekends.
- Facilities should be located in places that are accessible by walking, cycling or public transport for its end users.
- Proposals involving the loss of existing social and community infrastructure will be permitted where one of the following criteria is met:
- a replacement facility of equivalent or better quality that meets the needs currently met by the existing facility is provided; or
- it has been demonstrated, as evidenced by at least a year of active marketing, that the facility is no longer required in its current use and it has been demonstrated that it is not suitable and viable for any other forms of social infrastructure for which there is a defined need in the locality, or for which there is a current or future need identified in the Infrastructure Needs Assessment and Delivery Plan (IDP).
- The incorporation of community facilities into mixed use residential schemes where it meets an identified need will be permitted.
- New development should have regard to existing social infrastructure capacity, and where proposed development is expected to place additional pressure on existing social infrastructure by increasing demand, these developments will be expected to contribute towards the provision of additional social infrastructure to meet needs, either through on-site provision or through contributions towards providing additional capacity off-site.
