DM15: Specialist Housing
Special Needs Housing
A) Proposals for development that would result in the loss of special needs housing will only be granted permission where it can be demonstrated that there is no longer an established local need for this type of accommodation or adequate replacement accommodation will be provided.
B) The Council will support proposals for new special needs housing where it can be shown that:
- There is an established local need for the form of special needs housing sought having regard also to the aims and recommendations of Haringey’s Housing Strategy and Older People Strategy;
- The standard of housing and facilities are suitable for the intended occupiers in terms of:
- The provision of appropriate amenity space, parking and servicing;
- The level of independence; and
- Level of supervision, management and care/support;
- There is a good level of accessibility to public transport, shops, services and community facilities appropriate to the needs of the intended occupiers; and
- The impact of the proposed development would not be detrimental to the amenity of the local area or to local services.
Student Accommodation
C) Where further student accommodation is required to meet local and strategic need, it will be supported where it is appropriately located within:
- One of Haringey’s Growth Areas, as identified in the Strategic Policies Local Plan; or
- Within or at the edge of a town centre; and
- In an area of good public transport accessibility.
D) In addition to meeting the requirements of (C) above, proposals for student accommodation will also need to demonstrate that:
- There would be no loss of existing housing;
- There would be no adverse impact on local amenity, in particular, the amenity of neighbouring properties and on-street parking provision;
- The accommodation is of a high quality design, including consideration for unit size, daylight and sunlight;
- Provision is made for units that meet the needs of students with disabilities;
- The need for the additional bedspaces can be demonstrated; and
- The accommodation can be secured by agreement for occupation by members of a specified educational institution(s), or, subject to viability, the proposal will provide an element of affordable student accommodation in accordance with Policy DM13.
Residential Hostels and Secured Accommodation
E) The Council will support proposals for the provision of new hostels and secured accommodation where:
- They do no not involve the loss of permanent housing or existing satisfactory shared accommodation;
- They will not result in an overconcentration of provision in an area;
- They are located close to public transport, shops and services;
- The scale and intensity of hostel use or secured accommodation is appropriate to the size of the building;
- There would be no adverse impact on the amenity of neighbouring properties or the character of the area; and
- The accommodation and facilities, including provision for safety and security, is suitable for the intended occupiers.
F) Proposals involving the loss of an existing hostel will need to demonstrate that:
- The accommodation is no longer needed or there is alternative provision available in the immediate area; or
- The existing accommodation is not fit for purpose for its continued current use and reprovision is unviable.
