DM56: Supporting Site Assembly
- The Council will support land assembly to achieve comprehensive and co-ordinated development, and will use compulsory purchase powers, only where necessary, to assemble land for development within the borough where:
- Landowners and developers can demonstrate that they have:
- A viable, deliverable and Local Plan compliant scheme; and
- Have made all reasonable attempts to acquire, or secure an option over, the land/ building(s) needed, through negotiation.
- Comprehensive redevelopment of the assembled site is required to deliver the site’s allocation (including the requirements of a Masterplan where stated in the Plan); and
- The development proposed for the assembled site would contribute to the delivery of the Local Plan’s objectives.
- Landowners and developers can demonstrate that they have:
- Where compulsory purchase is necessary, applicants will be required to demonstrate how the associated costs impact upon development viability
