AAP11: Provision of Open Space

Proposals that include residential development will be required to provide sufficient amenity greenspace for private or shared use by occupants of the new dwellings (see Policy AAP13).

Proposals for Major development within the town centre boundaries, and along Station Road will also be required to secure opportunities for the provision of appropriate civic space.

All Major residential development will be required to provide sufficient play space on site to meet the needs of the development.

All Major residential development will be required to contribute to improvements to the quality and/or carrying capacity of outdoor sports pitches that serve, but may not necessarily be inside, the Heart of Harrow.

Proposals for residential development providing 500 or more new homes (gross) will also be required to provide a local park and/or pocket parks on site.

The location and layout of new or reconfigured open space must have regard to:

  • Maximising the multifunctional use of the open space, including the enhancement of biodiversity and natural drainage;
  • The achievement and continued maintenance of the quality standard applicable to the open space;
  • The safety and security of users of the open space, including potential conflicts between users and any potential for nuisance to neighbouring uses;
  • Accessibility both to, within and through the site; and e. Opportunities to enhance the Harrow Green Grid.

Proposals that do not provide for functional open space, of the type, amount, quality or layout required, will be refused.
