DM 17: Beneficial Use of the Green Belt and Metropolitan Open Land
Proposals for the beneficial use of land in the Green Belt and Metropolitan Open Land will be supported where the use would not have a greater impact on the openness of the Green Belt and Metropolitan Open Land, and the purposes of including land within it than the existing use, having regard to:
- the visual amenity and character of the Green Belt and Metropolitan Open Land;
- the potential for enhancing public access within the Green Belt and Metropolitan Open Land as part of Harrow’s Green Grid;
- the potential use of the land for food production or community gardening;
- the setting that the proposed use would provide for heritage assets within the Green Belt and Metropolitan Open Land;
- the contribution that the site and its surroundings make to the biodiversity (see policies DM20 and DM21); and
- the desirability of improving the quality of the environment within the Green Belt and Metropolitan Open Land.
Proposals for uses which would harm the Green Belt or Metropolitan Open Land will be refused in the absence of clearly demonstrated very special circumstances.
