DM 18: Protection of Open Space
Land identified as open space on the Harrow Policies Map will not be released for development.
The reconfiguration of land identified as open space on the Harrow Policies Map will be supported where:
- the reconfiguration is part of a comprehensive, deliverable scheme;
- there would be no net loss of open space;
- the reconfiguration would achieve enhancements to address identified deficiencies in the capacity, quality and accessibility of open space, and it would secure a viable future for the open space; and
- the reconfiguration would not be detrimental to any environmental function performed by the existing open space.
Proposals for ancillary development on land identified as open space on the Harrow Policies Map will be supported where:
- it is necessary to or would facilitate the proper functioning of the open space;
- it is ancillary to the use(s) of the open space;
- it would be appropriate in scale;
- it would not detract from the open character of the site or surroundings;
- it would not be detrimental to any other function that the open space performs; and
- it would contribute positively to the setting and quality of the open space.
Proposals that would secure the future of existing ancillary buildings on open space will be supported where:
- there would be no loss of necessary capacity for the proper functioning of the open space; and
- there would be no harm to the quality or proper functioning of the open space as a result of the proposal.
Proposals that would be harmful to open space, having regard to the criteria set out in this policy, will be refused.
Proposals for the inappropriate change of use of open space will be resisted.
