DM 33: Working at Home

Home working and ancillary economic activity at home by the occupiers of residential property will be permitted where the applicant can demonstrate that the property would remain substantially residential in character and occupation having regard to:

  • the number of employees on the site;
  • how they are accommodated within the premises during working hours; this will include consideration of full time and part time employees; and
  • the extent to which they are present on the site during operational hours.

There must be no detrimental impact upon the amenities of neighbouring occupiers by reason of noise, pollution, levels of internal or external activity, traffic and parking; and the proposal must not undermine Harrow’s spatial strategy.

Retail and wholesale activities from residential property are not consistent with residential amenity and character and will be resisted.

Proposals for live/work units will be supported where these do not compromise other policy objectives, including those for the management of industrial and business use land supply.

Proposals for home working and ancillary economic activity that would result in the substantial loss of a dwelling, or which would be detrimental to the amenity of neighbouring occupiers, will be refused.
