37 Mineral reserves

The Council recognises the strategic need for the supply of aggregates and will safeguard mineral reserves in Havering from other forms of development that would sterilise the resource and/or prejudice future mineral extraction. Minerals Safeguarding Areas are designated on the Policies Map.

Non-mineral development in safeguarded areas will only be considered where the applicant can demonstrate that:

  • The development will not sterilise the mineral resource;
  • The mineral concerned is no longer of any value or potential value;
  • The minerals can be extracted prior to the development taking place and this would not render the site unsuitable for the proposed surface development;
  • It is not practicable or economically viable to extract the minerals prior to the development taking place;
  • The development is required for agriculture, forestry or nature conservation or for open air recreation and would be otherwise acceptable; or
  • There is an overriding need for the incompatible development.
