R13 Use of Residential Accommodation for Educational and Child Care Premises
The use of residential accommodation for educational and childcare premises will be acceptable where the following requirements are met:
- Within residential areas only part of a dwelling is used and the remainder is capable of residential use in accordance with policies H9, H10-H12 as appropriate;
- The proposal would not result in an over concentration of similar facilities in any residential area;
- The proposal would not have an unacceptable impact on the amenity of neighbouring properties arising from the size and relationship of properties and gardens, or on car parking, congestion and traffic generation, and would not detract from the character of the area;
- The premises are accessible by public transport and the dropping off and collection of children can be carried out adequately and safety.
