DM6.4 Sport and recreation

Developments in excess of 200 residential units or 10,000 m 2 gross external floorspace, or where a specific need has been identified by the council, are required to provide new sport and recreation facilities, subject to consideration of any impact on the amenity of land uses within the vicinity of the development. In exceptional circumstances, where there are over-riding merits to the proposal and it is not possible to provide such facilities on site, a financial contribution shall be required to invest in off-site facilities. Other developments will also create the need for sport and recreation provision and will be expected to provide financial contributions towards this.

Developments that provide private sports and recreation facilities should enter into a Community Use Agreement to promote and allow access by local communities.

Developments that would result in the loss of existing public sport and recreation facilities will be refused planning permission unless:

  • the same type(s) of facility are reprovided;
  • new facilities meet identified need;
  • replacement facilities are appropriately and accessibly located;
  • the quality of provision is enhanced; and
  • the quantity of provision is maintained, with local population increase provided for.
