13 Addressing Lewisham’s waste management requirements

The Council will support the objectives of sustainable waste management and promote the waste hierarchy of prevention, reuse, compost, recycle, energy recovery and disposal through a partnership approach. This will enable the borough to meet and exceed targets for municipal, industrial and construction waste and recycling.

The borough will meet the current London Plan waste apportionment figure of 323,000 tonnes by 2020, by safeguarding three existing waste sites at Landmann Way (SELCHP, Hinkcroft and LBL Recycling Centre; see paragraph 7.127).

The Council will require all new major developments of at least 1,000 square metres or 10 dwellings to:

  • submit and implement a site waste management plan (SWMP), in accordance with the requirements of the London Plan to minimise the disposal of wastes to landfill, by reducing waste of materials on site and providing for the reuse, segregation, recycling and composting of wastes that arise
  • design in a manner to incorporate the existing and future long-term needs of waste management and disposal
  • achieve recycling and reuse levels in construction, excavation and demolition waste of 95% by 2020 according to the requirements of the London Plan.

To support recycling, the Council will require integrated, well-designed recycling facilities to be incorporated into all new development.
