Policy aim

To ensure the provision of sufficient, accessible, well-designed community facilities.

Policy

  • Proposals for new development and improvements (including expansion) to existing community facilities, health and places of worship will be supported where all the following criteria are met:
    • services are co-located where possible;
    • facilities are provided in accessible locations with good links to public transport;
    • the size of the development proposed is in relation to its context;
    • appropriate access and parking facilities are provided, relative to the nature and scale of the development;
    • the proposed facilities are designed to be adaptable and suitable to accommodate a range of services; and
    • the use(s) do not have an undue adverse impact on the amenities of nearby residents and businesses.
  • Any redevelopment proposals resulting in a net loss of existing community facilities will need to demonstrate that:
    • the loss would not create, or add to, a shortfall in provision for the specific community uses; and
    • that there is no viable demand for any other community uses on the site.
