Policy aim

To ensure that development makes a positive contribution to sustainable transport and the environment.

Policy

Developers will be expected to demonstrate the impact of their plans on the highway network. In addition, development proposals will be required to meet the following criteria:

  • That they minimise any impacts on the safe movement of people or goods, are appropriately located and connected to the road hierarchy; respect the streets character and environment;
  • Contribute to building strong local communities through the delivery of a high quality, inclusive environment and public places in accordance with the Department of Transports Manual for Streets 1 and 2, [or relevant updated guidance] with an empathizes on delivering Sustainable Places;
  • Ensure that new public roads or footways are constructed to adoptable standards and accessible for people with mobility problems;
  • Are located close to the Strategic or London Distributor Roads if they involve development generating significant numbers of journeys by goods vehicles; and,
  • Those vehicle crossovers must satisfy the requirements detailed in Merton’s Vehicle Crossover Information Pack.
