CA-ESDQ5: Development requiring archaeological investigation

Where archaeological remains of national importance are identified as present, new development should be designed to preserve these in-situ.

Where development would result in the unavoidable loss of remains of less than national importance, this should be robustly justified on the basis of public benefits that would not otherwise be provided. Where archaeological remains will be lost as a result of development a full record should be made prior to development.
