- Design and management criteria
- The general principles of good urban design expressed in Policies SP1 and SP3 and SP5, ensuring they are extended to edge treatments to positively contribute to the street scene and way-finding;
- The particular need in these environments to enclose the street and reduce the noise and air pollution impacts of passing traffic, without creating a ‘tunnel’ effect, maintaining the building line excepting overriding good design or highways considerations;
- The need to significantly raise and easily maintain the quality of the public realm, with particular attention to de-cluttering, inclusive access, continuity of footways and materials, the value of tree planting to improve amenity and the desirability of introducing public art at appropriate locations; and
- The importance of facilitating the smooth and efficient but safe movement of traffic in the context of an overall shift to sustainable transport in line with policy INF2.
