LP19: Climate Change Mitigation
The Council will tackle climate change and promote measures to meet carbon dioxide reduction targets by:
- Promoting zero carbon development and requiring all development to reduce carbon dioxide emissions through following the steps in line with the energy hierarchy set out in London Plan policy 5.2;
- Requiring all major development to demonstrate how London Plan targets for carbon dioxide emissions have been met;
- Ensuring that the location of development and mix of land uses minimise the need to travel by car and help to support decentralised energy networks; and
- Working with partners to identify opportunities for carbon reductions and encouraging the take-up of opportunities to improve the energy efciency of the existing built environment.
Implementation
The Council will promote energy efciency and carbon reduction to residents and businesses within the borough, including behaviour change and the ‘invest-to-save’ principles of energy efciency measures. This will be through a range of means, including the provision of best-practice guidance in the form of Supplementary Planning Documents; and
The Council will seek to set a local price for carbon based on the costs and carbon savings of retroft/energy efciency measures suitable for properties in the borough. This will be tested against the overall viability of development within the borough to ensure that development is able to come forward and the broader objectives of this Local Plan are met.
