LP2: Delivering Housing Growth
The Council will deliver a minimum target of 16,845 new dwellings in the period 2015 to 2030 by:
- Focusing and prioritising new homes in the borough’s Investment and Growth Areas of Ilford, Crossrail Corridor, Gants Hill, South Woodford and Barkingside;
- Promoting and considering in a positive manner residential development which comes forward on designated Opportunity Sites (as identifed in Appendix 1) , as part of a mix of uses (where so provided within Appendix 1). Subject to other relevant policies within the Local Plan and site specifc considerations residential development on Opportunity Sites should seek to deliver the indicative quantum of new homes identifed for each Site in Appendix 1;
- Making efective and efcient use of land by promoting higher density development in highly accessible locations such as Investment and Growth Areas having regard to the London Plan Density Matrix;
- Resisting the net loss of residential accommodation;
- Supporting initiatives to bring empty properties back into use; and
- Supporting infll development on previously developed land, subject to the criteria set out in polices LP7 and LP26.
Implementation
The Council will keep its supply of housing sites under review and regularly update its housing trajectory and fve year supply of deliverable sites through the Authority’s Monitoring Report;
The Council will proactively work with the land owners, developers and other development partners to facilitate and promote housing development in the borough;
The Council will continue to work to achieve the efcient use of the existing housing stock by seeking a reduction in the number of vacant, unft, unsatisfactory and under-occupied dwellings;
Delivery of the Council’s Empty Properties Strategy;
Delivery of the Council’s Housing Zone designated in Ilford;
Delivery of the Council’s Housing Implementation Strategy; and
Delivery of the Councils Housing Strategy.
