LP23: Cycle and Car Parking
The Council will ensure new development provides sufcient cycle and car parking by:
- Seeking new development to meet the minimum and maximum parking standards set out in the London Plan. Where a lower provision of parking is proposed than that indicated as a maximum standard and where no minimum standards apply, proposals will be considered on the basis of the following:
- Transport Assessment, which indicates adherence to Travel Plan measures and contribution to local sustainable transport schemes;
- Levels of public transport accessibility; and
- Availability of public on-street parking and the outcomes of any parking stress survey.
- parking spaces for servicing and delivery vehicles in new development;
- Supporting residential development within Investment and Areas Growth that are in close proximity to public transport nodes to be low parking development in line with London Plan standards;
- Seeking non-residential development that includes over twenty spaces to provide at least 5% (or 2 car parking spaces - whichever is the greater) of all car parking must be reserved for use exclusively by people with disabilities and in possession of a blue badge;
- Seeking new development to provide 20% of car parking spaces accessible to electric charge points for the use of electric and hybrid vehicles;
- Requiring secure accessible and sheltered cycle parking in accordance with the London Plan;
- Requiring regular car parking spaces to achieve a minimum size of 4.8 m by 2.4 m. Those intended for use by disabled people should be at least 6 m by 3.6 m; and
- Seeking to provide spaces for car clubs and car pools.
Where development proposals involve a reduction of existing of-street car parking, the developer will be required to:
- Demonstrate that sufcient parking will remain in the area to serve local needs; or
- Provide an appropriate temporary facility and to ensure that development ultimately provides for existing local need, together with the increase in demand arising from the development.
Implementation
The Council will consider the application of residential parking permits and controlled parking zones, in order to manage areas where parking is congested on local streets.
