Within designated local centres, proposals resulting in the loss of A1-A4 and D1/2 uses will be only permitted where:
- it can be demonstrated that reasonable attempts have been made for a minimum 6 month period without success to let or sell the premises for a retail and/or community use; (see marketing requirements in Annex 3); and
- the proposed use would make a positive contribution to vitality and viability and would not be harmful to the overall balance of services in the local centre.
