Policy EMP2 (Criteria for Business Developments)

Proposals for business developments will only be permitted if they comply with all of the following criteria:

  • the proposed building is of a high quality design and is of a use and scale that is appropriate to its location;
  • It does not significantly harm the physical or visual character of the surrounding area and there is no significant loss of amenities for the neighbouring land uses as a result of noise, the level of activity, overlooking, or overbearing appearance of the new building;
  • the proposed development can be accommodated upon the existing highway network without causing additional congestion or creating a road safety problem;
  • appropriate servicing and lorry parking is provided within the site;
  • appropriate contributions are made to the implementation of any off-site highway works that are required and towards other transport improvements such as pedestrian and cycle facilities, that are needed in order to maintain accessibility to the development without increasing traffic congestion in the vicinity or in the transport corridors serving the site;
  • the proposal incorporates an appropriate landscaping scheme;
  • the proposal would not significantly reduce the variety and range of business premises;
  • the proposal does not result in a net loss of residential accommodation; and
  • the proposal maintains any existing primary and secondary shopping frontages at ground level on the site.
