The appropriate level will be determined through consideration of the following criteria:

  • type and size of dwelling and type of household likely to occupy dwelling;
  • quality of proposed amenity space in terms of area, depth, orientation, privacy, attractiveness, usefulness and accessibility;
  • character of surrounding area in terms of size and type of amenity space for existing dwellings;
  • proximity to existing public open space and play facilities; and
  • provision and size of balconies.
