Policy S12 (Change of Use A1 to A3)
Proposals for a change of use from retail to uses within the food and drink Use Class A3 will be permitted in either the primary or secondary shopping frontages subject to all of the following criteria being met:
- the proposal should provide a shop front design synonymous with a shopping location;
- if in the primary frontage, the proposal will not result in three or more similar uses being located next to each other;
- the proposal can demonstrate that levels of pedestrian flow will not be adversely affected;
- the proposal seeks to trade at hours complementary to a retail location;
- all proposals should provide appropriate servicing from the rear of the property utilising existing service roads. Where full rear servicing does not currently exist, the proposal will only be permitted if it is clear that servicing would not lead to traffic congestion and obstruction to parking and access;
- proposals must not result in any adverse environmental effects.
