P9 Houses in multiple occupation
New houses in multiple occupation (HMOs) must:
- Not contribute to an overconcentration within the local area. Overconcentration will be assessed where the character of the area has changed or the local amenity of the area is impacted as a result of:
- Increased noise;
- Impacts on visual amenity as a result of properties not being maintained;
- Anti-social behaviour;
- Pressures on parking provision and cycle storage;
- Pressures on local community facilities; or
- Stress on waste management facilities
- Meet the council’s Standards for HMOs; and
- Provide adequate indoor communal space, outdoor communal amenity space, refuse and recyling storage and one cycle parking space per occupant; and
- Provide affordable housing contributions in accordance with policy P1.
